I think Ten is the most pacifist of all the Doctors (to a fault, even). OK, there was "Runaway Bride," but for the most part, he was so determined not to allow violence that he was even willing to take down the good guys rather than allow the bad guys to be harmed (see "Christmas Invasion" in particular. I'm sure there are other examples, but I'm too tired of think of them).

Other Doctors seem to (as hashdj says) try their best, but occasionally resort to harsher methods. He even used the entire human race, unwittingly brainwashed, as a weapon in "Day of the Moon"!

Or as Terrance Dicks put it (quoting from memory, so I'm probably getting it a little wrong): "The Doctor always tries for a peaceful solution, but it never works, or otherwise it'd be a boring show."

so would it be inappropriate to do an action figure of the Doctor holding the entire human race as a weapon?

Not inappropriate, but practically difficult in terms of shelf-space...... :)

I like the idea of having a figurine for a specific story. For me it makes the figure more unique. I think in the context of the episode it is fine to have the Doctor with a sword. Another example that could seem odd but I would also have no problem with is a Time of Angels Doctor with a gun pointing at the sky. Of course, initially it could seem out of place, but in the context of the episode it would be an amazing set piece.
I must admit I have not yet seen the Tom Baker episode in question, so I don't know the relevance of the sword specifically.
